The Financial Services Commission (FSC) has launched a committee consisting of experts and policymakers that will finalize the review of 19 fintech venture firms' business ideas and models this month, the regulator said Monday.

About 100 startups and financial companies' venture teams, including those from KB Kookmin and Woori banks applied for the FSC's regulatory sandbox program from Jan. 23 to Jan. 31, 2019.

The FSC has shortlisted the applicants to 19 companies, which will soon be able to experiment and develop their business ideas using the latest technologies without having to worry about whether or not they are breaking the law. 

However, FSC Chairman Choi Jong-ku said at the committee's launch event that it will not only review the applicants' technological capabilities in artificial intelligence, data analysis and blockchain.

"We will see and measure their social impact through their potential services using such technologies," Choi said.

"We hope this will lead to the creation of fintech unicorns in the market."

He added this was in line with efforts to boost innovation through the convergence of finance and technology not only to create new accessible and easy services, but also new industries.

The country's law promoting financial innovation became effective Monday, following a revision allowing tech companies to increase their voting shares in internet banks in January.

Ahead of the implementation, the FSC launched the regulatory sandbox program in January, and accepted applications for an internet banking license in March.

The term sandbox comes from the U.S. startup community, referring to an environment that enables engineers and business strategists to work together and let their imaginations run wild, and play and build something just like children making sandcastles.

It is used as a tool to bolster innovation in fintech by paving the way for financial startups to try new, innovative methods.

Following countries such as Britain, Singapore and Hong Kong, Korea introduced the regulatory sandbox system aimed at pushing startups to launch and commercialize products and services successfully and rapidly.

Nineteen companies whose business models will be reviewed by the committee also include venture teams from KOSCOM, Shinhan Card, BC Card and NHN Payco.

Their ideas include using artificial intelligence, data analysis and mobile communications to evaluate individual credit and provide loans tailored to customers' needs.

For instance, Woori Bank's venture team handed in a business idea that enables customers to exchange currencies not at one of its branches but at cafes and fast-food restaurants. 

NongHyup Property & Casualty Insurance has an idea that lets frequent travelers to get instant travel insurance as soon as they enter an airport via an application. 

"We will accept more ideas for review by the end of June," Choi said.

최 회장은 "이런 기술을 이용한 이들의 잠재적 서비스를 통해 이들의 사회적 영향을 보고 측정할 것"이라고 말했습니다.

"우리는 이것이 시장에서 핀테크 유니콘의 창조로 이어지길 바랍니다."

이는 새로운 접근성과 쉬운 서비스를 창출할 뿐만 아니라 새로운 산업도 창출하기 위해 금융과 기술의 융합을 통해 혁신을 촉진하기 위한 노력과 일치한다고 덧붙였습니다.

금융 혁신을 촉진하는 한국의 법은 월요일부터 시행되기 시작했는데, 이는 지난 1월 기술 기업들이 인터넷 은행에서의 투표 지분을 늘릴 수 있도록 한 개정안에 따른 것입니다.

이 시행을 앞두고, 금감위는 지난 1월 규제 샌드박스 프로그램을 시작했고, 3월에는 인터넷 뱅킹 면허 신청을 받아들였습니다.

위원회에서 사업모델을 검토하게 될 19개 기업에는 COMCOM, 신한카드, BC카드, NHN페이코 등의 벤처팀도 포함됩니다.

이들의 아이디어에는 인공지능과 데이터 분석, 모바일 커뮤니케이션 등을 활용해 개인의 신용도를 평가하고 고객의 요구에 맞춘 대출을 해주는 방안이 포함돼 있습니다.

예를 들어, 우리은행 벤처팀은 고객들이 지점들 중 하나가 아니라 카페와 패스트푸드 식당에서 통화를 교환할 수 있도록 하는 사업 아이디어를 제출했습니다. 

농협물산재보험은 신청서를 통해 공항으로 들어오는 즉시 잦은 여행객들이 즉석 여행 보험을 가입할 수 있도록 하는 아이디어를 갖고 있습니다. 

최 회장은 "6월 말까지 검토를 위해 더 많은 아이디어를 수용하겠다"라고 밝혔습니다.

Hanjin Group Chairman Cho Yang-ho lost his board seat at Korean Air after shareholders voted down the airline's motion to reappointment him as an internal director on Wednesday.

It was the first time shareholders have voted to strip the company's chief of a board seat. Cho, 70, has governed Korean Air since 1999.

A Korean Air spokesman confirmed the chairman's board seat loss but it does not mean he has lost the airline's chairmanship and managerial rights.

"Cho will remain as Korean Air's chairman even though he has lost his seat as a director of the board," the spokesman told The Korea Times. "His decisions will remain effective, except for issues that require permission of board members." 

The appointment of board members and decisions on major investments are among issues that require board approval. 

His removal was widely expected because the National Pension Service (NPS), the second-biggest shareholder in Korean Air, on Tuesday said it would vote against Cho's reappointment. 

The NPS is the world's third-largest institutional investor and manages 644 trillion won ($576 billion) of assets. 

The pension service cited Cho's record of "hurting the corporate value and rights of shareholders" as the reason for its decision.

주주들이 회사의 이사회 의석을 박탈하는 투표를 한 것은 이번이 처음입니다. 70살 조 회장은 1999년부터 대한항공을 지배해왔습니다. 
대한항공의 한 대변인은 이 회장의 이사회 의석 상실을 확인했지만 그렇다고 그가 항공사의 회장직과 경영권을 상실한 것은 아닙니다. 

이 대변인은 코리아 타임즈와의 인터뷰에서 "조 회장은 이사직을 잃었음에도 불구하고 대한항공 회장으로 남을 것"이라고 말했습니다. "이사의 결정은 이사회의 허가를 필요로 하는 문제를 제외하고는 여전히 유효할 것입니다." 
이사진 선임과 주요 투자 결정은 이사회의 승인이 필요한 사안 중 하나다.

영어 말하기 교육(이하 말하기)은 외국어 학습자에게는 늘 큰 난관이죠. 반을 운영하는 선생님은 오류 수정의 방식, 발음, 강세, 담화, 활동 등 다양한 영역을 두루 볼 수 있어야 해요.

[영어 말하기 교육의 목표]

말하기의 목표는 Communicative competence를 키워주는 거예요. communicative competence 안에는 3가지 competence가 있어요.

Discourse competence: 문장을 논리적으로 연결하는 능력이에요.

Sociolinguistic competence: 상황에 맞는 말을 선택할 수 있는 능력이에요.

Stategic competnece: 끝으로 전략적인 능력은, 학습자가 부족한 능력을 보완 (다른 어휘, 다른 문장 사용 등) 하는 능력이에요.

[영어 말하기 교육의 원칙]

말하기 수업에서 학습자는 3가지 원칙 아래 수업을 진행해요.

1) Negotiation for meaning (의미 협상): 이 과정에서 학습자는 문법, 어휘 능력이 동시에 향상될 수 있어요.

2) Personalization (개인화): 배울 지식은 학습자의 흥미와 관심에 맞아야 해요. 그래야 수업의 진행이 더 동기가 넘치게 (?) 유지할 수 있어요.

3) Noticing the gap (=차이 인지): 학습은 학습자가 가진 지식과, 배워야 하는 지식의 차이를 인지하는 것에서부터 시작해요. 

[영어 말하기 교육의 중점]

말하기 수업을 정확성 (=발음, accuracy)에 중심을 둘 것인지, 유창성 (fluency)에 중심을 둘 것인지 고민해야 해요. 다만 말하기 수업은 최근에 유창성에 더 중심을 두고 있어요. 

말하기 발음의 정확성도 중요하지만, 언어 학습에 가장 궁극적인 기능은 의사소통이라는 점에서 얼마나 말하고자 하는 바를 잘 전달하고, 소통을 매끄럽게 이어갈 수 있느냐를 중시하는 거죠!

1) PPP 방법으로 학습자의 정확성을 향상시킬 수 있어요: Presentation practice produce, 미리 학습할 요소를 정해 놓고 수업을 연습, 발화하는 것이죠.

2) TBI 방법으로 학습자의 유창성을 향상시킬 수 있어요: task based instruction, task란 실생활에서 발생하는 상황을 해결하는 하나의 활동을 의미해요. 상황을 해결하는 과정에서 의미 협상이 발생하고, 유창성이 향상되죠!

[영어 말하기 교육이 잘 진행되는 교실+ 그렇지 않은 교실의 특징]

말하기 수업에 적극적인 교실은 말하기에 두려움이 없어요, 모든 학생들이 균등하게 대화에 참여해요, 외국어에 대해 거부감이 적고 끝으로 동기가 높은 상태에요. 

하지만 말하기 수업에 적극적이지 않은 교실은 학생들의 말 하기 동기가 매우 낮아요, 대화에 참여하지 않으려 하고, 모국어를 사용하려고 하고, 말 자체를 거부하죠.

이를 해결하기 위해 선생님은 조별 활동을 실시해요. 조별 활동을 통해서 

첫 번째 학습자의 감정적 필터를 낮추고( 높으면 학습에 힘들어요), 

두 번째 학습자들이 원하는 토픽으로 대화를 진행해요, 

끝으로 각 그룹의 리더를 정해서 균등하게 대화가 이어지게끔 유도해요.

[영어 말하기 교육 활동]

활동으로는 information gap, jigsaw, role play, simulation이 있어요. 각각의 활동은 정보교환, 유창성 향상에 집중한 활동이에요.

[영어 말하기 교육 feedback]

말하기에 있어서 학습자 피드백은 매우 중요해요. 사실 모든 활동에서 피드백은 항상 중요하죠. 강점을 우선 칭찬하고, 학생에게 발생한 오류를 직접적으로 수정하기보다는 힌트를 제공해야 해요.  바로 답을 제공하지 않는 이유는, 답을 제공받은 학생은 생각을 멈춘다고 해요. 하지만 힌트만 제공되었을 때 학생들은 자신이 만든 오류가 무엇인지 생각하고, 수정하는 과정을 거쳐 지식으로 내재화할 수 있게 되다고 해요!

Kakao Bank has launched a service to help its customers open a securities service account, the firm said Tuesday. 

The new service will be offered in cooperation with Korea Investment and Securities, a subsidiary of Korea Investment Holdings. Under the collaboration, a Kakao Bank customer will be allowed to open an account with Korea Investment and Securities with a simple click of a button.

The simplified procedure will provide a more user-friendly service, as similar procedures offered by other brokerages included submission of statements specifying personal information including name, home addresses and phone numbers. 

Various promotional events are taking place including offering an immediate balance of 20,000 won ($17). Half will be wired to the bank account and the other half to the securities account. 

Those who trade Korean stocks after opening a brokerage account through Kakao Bank will be given an additional 5,000 won per month for up to one year. The amount will be given regardless of the minimum transaction requirements. Brokerage commission fees will be exempted for an unlimited period of time for customers who use the home trading system or mobile trading system.

"This is a meaningful cooperation. This is our first joint project whereby consumer experience will be significantly improved as our tailored service will maximize their satisfaction," a Kakao Bank official said. Kakao Bank plans to expand the service to make it available to more brokerages in the coming months. The bank plans to expand the service to strengthen mobile and online platforms. 

"Possible services to be pursued include selling funds, or insurance products in the form of bancassurance. We are open to all options to broaden our business perspective," he added.
