The Financial Services Commission (FSC) has launched a committee consisting of experts and policymakers that will finalize the review of 19 fintech venture firms' business ideas and models this month, the regulator said Monday.

About 100 startups and financial companies' venture teams, including those from KB Kookmin and Woori banks applied for the FSC's regulatory sandbox program from Jan. 23 to Jan. 31, 2019.

The FSC has shortlisted the applicants to 19 companies, which will soon be able to experiment and develop their business ideas using the latest technologies without having to worry about whether or not they are breaking the law. 

However, FSC Chairman Choi Jong-ku said at the committee's launch event that it will not only review the applicants' technological capabilities in artificial intelligence, data analysis and blockchain.

"We will see and measure their social impact through their potential services using such technologies," Choi said.

"We hope this will lead to the creation of fintech unicorns in the market."

He added this was in line with efforts to boost innovation through the convergence of finance and technology not only to create new accessible and easy services, but also new industries.

The country's law promoting financial innovation became effective Monday, following a revision allowing tech companies to increase their voting shares in internet banks in January.

Ahead of the implementation, the FSC launched the regulatory sandbox program in January, and accepted applications for an internet banking license in March.

The term sandbox comes from the U.S. startup community, referring to an environment that enables engineers and business strategists to work together and let their imaginations run wild, and play and build something just like children making sandcastles.

It is used as a tool to bolster innovation in fintech by paving the way for financial startups to try new, innovative methods.

Following countries such as Britain, Singapore and Hong Kong, Korea introduced the regulatory sandbox system aimed at pushing startups to launch and commercialize products and services successfully and rapidly.

Nineteen companies whose business models will be reviewed by the committee also include venture teams from KOSCOM, Shinhan Card, BC Card and NHN Payco.

Their ideas include using artificial intelligence, data analysis and mobile communications to evaluate individual credit and provide loans tailored to customers' needs.

For instance, Woori Bank's venture team handed in a business idea that enables customers to exchange currencies not at one of its branches but at cafes and fast-food restaurants. 

NongHyup Property & Casualty Insurance has an idea that lets frequent travelers to get instant travel insurance as soon as they enter an airport via an application. 

"We will accept more ideas for review by the end of June," Choi said.

최 회장은 "이런 기술을 이용한 이들의 잠재적 서비스를 통해 이들의 사회적 영향을 보고 측정할 것"이라고 말했습니다.

"우리는 이것이 시장에서 핀테크 유니콘의 창조로 이어지길 바랍니다."

이는 새로운 접근성과 쉬운 서비스를 창출할 뿐만 아니라 새로운 산업도 창출하기 위해 금융과 기술의 융합을 통해 혁신을 촉진하기 위한 노력과 일치한다고 덧붙였습니다.

금융 혁신을 촉진하는 한국의 법은 월요일부터 시행되기 시작했는데, 이는 지난 1월 기술 기업들이 인터넷 은행에서의 투표 지분을 늘릴 수 있도록 한 개정안에 따른 것입니다.

이 시행을 앞두고, 금감위는 지난 1월 규제 샌드박스 프로그램을 시작했고, 3월에는 인터넷 뱅킹 면허 신청을 받아들였습니다.

위원회에서 사업모델을 검토하게 될 19개 기업에는 COMCOM, 신한카드, BC카드, NHN페이코 등의 벤처팀도 포함됩니다.

이들의 아이디어에는 인공지능과 데이터 분석, 모바일 커뮤니케이션 등을 활용해 개인의 신용도를 평가하고 고객의 요구에 맞춘 대출을 해주는 방안이 포함돼 있습니다.

예를 들어, 우리은행 벤처팀은 고객들이 지점들 중 하나가 아니라 카페와 패스트푸드 식당에서 통화를 교환할 수 있도록 하는 사업 아이디어를 제출했습니다. 

농협물산재보험은 신청서를 통해 공항으로 들어오는 즉시 잦은 여행객들이 즉석 여행 보험을 가입할 수 있도록 하는 아이디어를 갖고 있습니다. 

최 회장은 "6월 말까지 검토를 위해 더 많은 아이디어를 수용하겠다"라고 밝혔습니다.

[생각해볼 점]

비트코인 같은 건가?

외국어를 습득하는 과정에 대해 설명하는 모형들은 많이 있어요. 각 학자들 마다 중요하다고 생각하는 관점에서 발생한 모델들이죠, 언어 습득 관점에 대해 어느 정도 학습이 되어 있다면, 아래 등장하는 모델들의 특징을 파악하긴 어렵지 않아요. 

여기서 등장하는 모델들은 우리 아이들의 언어 학습에 적용시켜볼 수 있어요. 실제로 알게모르게 학교, 학원에서 적용하고 있는 모델들도 있고요! 

[선천주의 모형]

학부모 한 줄: 아이가 이해할만한 input만 있으면 언어 학습 끝!

처음 시작은 선천 주의 관점에 근거를 두는 모형이에요. 제일 대표적인 학자로는 krashen이 있으며, 그는 "Input hypothesis"를 주장했어요. 이 가설은 선천 주의에 근거를 두고 있는 만큼 이해 가능한 입력(comprehensible input, I+1)이 학습자에게 주어진다면, LAD(=language acquisition device)를 통해 언어 습득은 자연스럽게 발생한다고 생각했죠.

그는 학습이 발생하기 위한 4가지 조건을 제시했어요.

1) comprehensible input: 이해 가능한 입력이에요, 이때 중요한 건 입력의 수준이 학습자의 수준(i) 보다1 정도 높은 수준이어야 한다는 거죠.

2) affective filter: 학습자의 감정은 학습에 있어서 정신적인 방어막과 같아요. 감정 여과장치가 높을수록 학습자는 언어 학습에 대해 거부하게 돼요.선생님 혹은 부모님은 학생의 감정 여과장치를 낮추기 위한 방법을 찾아야 해요.

예를 들자면, 일본 애니메이션이 있어요. 많은 학생들이 일본 만화를 좋아하고 일본어를 배우고자 하죠. 이때가 바로  affective filter가 낮은 상태인 거죠

3) natural order: 학습자에 대한 학습은 강제로 할 수 없고. 정해진 순서에 따라 진행된다는 주장이에요. 

4) monitor hypothesis: 단순하게 입력에서 끝나는 것 뿐만 아니라 사용에 대해 스스로 검사해야 한다는 가설인데, 크게 강조하지는 않아요.

[인지주의 모형]

학부모 한 줄: 아이의 정보 처리 능력은 어른보다 뛰어나다. 기다림의 미학을 상기시키자!

사실 인지주의에 근거를 두는 모형은 언어 학습을 위한 모델이라기보다는 들어온 정보가 학습자의 머리에 저장되는 과정을 설명하는 모형이에요 대표적인 학자로는 Mclaughlin과 Bialystock, schmidt가 있어요. 우선 Mclaughlin에 대해서 볼게요. 

Mclaughlin은 학습자의 정보 처리 과정을  "Information processing model"을 통해서 설명했어요. 아래 표를 보세요

아이들의 경우 2)에서 바로 4)로 간다고 해요. 부모님이나 선생님이 보기엔 주의 집중력이 낮아 보여도,실제로는 학습을 위한 과정이 적어서 빨리 배울 수 있죠. 하지만 성인 학습자의 경우 1)~4)의 과정을 거쳐서 학습하기 때문에, 많은 주의집중, 시간 그리고 노력을 필요로 하죠.

Bialystock은 그렇게 해서 학습에 의해 생성되는 지식에 "implicit & explicit knowledge"라는 이름을 붙였어요. 행동의 과정을 설명할 수 있지만, 실제 사용엔 제한이 있는 지식을 명시적 (explicit 또는 declarative knowledge) 지식이라고지식 했으며, 말로 과정을 설명은 못하지만 자유롭게 사용할 수 있는 지식을 암시적 (implicit 또는 procedural knowledge) 지식이라고 했어요. 

예를 들자면 우리가 한국말 쓰는 건 암시적 지식이라고 할 수 있죠. 과정을 몰라도 사용할 수 있으니까요. 

반대로 영어를 쓰는건 명시적 지식이죠. 말로 과정은 설명할 수 있는데 실제 사용은 제한이 있으니까요. 

인지주의를 근거로 하는 대표적인 학자 마지막은 Schmidt에요. Schmidt은 학습이 발생하는 순간에 대해 "Noticing hypothesis"를 주장했어요. 그에 따르면 모든 학습은 인지(noticing)가 발생해야만 발생하는 거죠.

쉽게 설명하자면, 우리가 공부하는 순간 뭔가 불현듯 떠오르면서 "아!" 하는 순간 있죠? 그 순간에 진짜 학습이 발생하는 거죠.

[구성주의 모형]

학부모 한 줄:  진정한 언어 학습은 외국어로 협상하는 과정에서 발생해요

구성주의 관점에서 학습과 지식은 학생이 스스로 소통하는 과정에서 구성된다고 봤어요. 대표적인 학자는 Long과 Swain 그리고 Vygotsky가 있어요. 우선 Long의 "Interaction hypothesis"는 초기와 후기로 나뉘어요.

초기 "Interaction hypothesis" 에는 Krashen의 "comprehensible input"에 대해 동의했으며, 이해 가능한 입력을 위해 Long은 소통이 필수라고 생각했어요. 그는 여기에 소통이 쉬워지기 위한 두 가지 방법을 제시했어요.

>> 초기 Long은 input을 강조했어요

1) negotiation of meaning: 의미의 협상

2) modified interaction: 수정된 상호작용

>> 협상이란 것은 우리가 아는 협상이 아니에요. 선생님이 학생이 충분하게 이해할 때까지 반응을 보며 원래 문장에서 추가적으로 simplify 하는 과정을 의미해요

>> 수정된 상호작용이란 단어, 문법, 글의 구성 등을 원래의 문장보다 쉽게 바꾼 걸 의미해요

3) teacher talk(= input modification+ interaction modification)

선생님은 학생들의 외국어 이해(=input)를 돕기 위해 Lexical(어휘), grammatical(문법) modification (=수정)을 해야 해요.

그리고 대화 과정에서 끊임없이 확인하고 (confirmation check), 이해 여부를 확인하고 (comprehension check), 명확하게 이해했는지 확인해야 해요 (clarification check)

시간이 흘러, 여러 한계로 Long은 후기에 "Interaction hypothesis"를 수정했어요. 초기의 input에서 output으로 중심을 이동한 거죠! 초기에는 input을 위한 의미의 협상과 수정된 상호작용을 제시했지만 후기에는 그 모습이 조금 달라요

2) corrective feedback: 교정적 정보

>> 의미를 전달하기 위한 협상과정에서 학습자의 언어적 지식이 학습된다고 봤어요.

>> 교정적 정보란 의사소통 과정에서 발생하는 교정을 말해요.

>> 예를 들자면 아가가 "엄마 밥 먹다"라고 발화하면, 엄마가 "밥을 먹어요"라고 수정해주는 거죠

3) swain의 “pushed output”

swain도 직접 말하는 것의 중요성을 강조한 학자예요. 이해 가능한 발화(=comprehensible output)를 하도록 요구했을 때 학습자는 자신의 언어적 수준을 올릴 수 있다고 본거죠

Vygotsky의 sociocultural theory, Vygotsky는 학생이 스스로 발전해서 도달 가능한 영역에는 한계가 있다고 봤어요. 하지만 어른 혹은 보다 높은 수준을 가진 사람과 소통하면, 언어의 발전뿐만 아니라 보다 높은 수준의 지적 영역에 도달할 수 있다고 생각했죠. 예를 들자면 멘토와 멘티의 관계예요. 그의 주장에서 가장 중요한 두 가지는 아래 두 개예요

1) Zone of proximal development (근접 발달영역)

실제 발전 영역과 잠재적 도달 가능 영역 (=도움을 받는 소통을 통해 도달 가능한)의 차이를 의미해요

2) Scaffolding

문제를 해결하기 위한 도움을 의미해요, 예를 들자면 발판이죠

Three main cast members of Marvel's "Avengers: Endgame" will visit South Korea next month to promote the movie ahead of its release in the country, the movie's local distributor said Tuesday.

The three actors ― Robert Downey Jr., Jeremy Renner and Brie Larson ― and directors Anthony and Joe Russo will be in South Korea on April 14-15 to attend an Asian press junket in Seoul, Walt Disney Company Korea said.

This will be Downey Jr.'s fourth visit to South Korea in four years since one for "Avengers: Age of Ultron" in 2015, and the first for Larson and Renner.

While many Taiwanese actor friends of former K-pop idol and entrepreneur Seungri ― who is allegedly involved in a sex, drugs and sex videos scandal ― are deserting him, some are sticking by him. 

Chen Bolin, according to Chinese online portal Sina's entertainment report Wednesday, told journalists in Taiwan that he and Seungri are "just friends" and he "doesn't know well about his business or what he does."

But witnesses said Chen visited the Burning Sun ― a Seoul nightclub at the center of the scandal in Gangnam district that was believed partly managed by Seungri ― in January for the Korean star's "mega-scale" birthday party, according to reports. There were photos of Chen and the club's DJ.

After the scandal emerged and police investigations began early this month, Chen wrote on Instagram: "Embrace kindness. Forgive ignorance. A beautiful world with irresponsible comments." The Mar. 17 post seemingly reflected the actor's candid thoughts regarding the scandal.


But Taiwanese actor Darren Wang unfollowed Seungri on social networks and deleted photos of himself with the Korean from the websites, according to Sports Chosun. 

Wang was known to have met Seungri at the January birthday party and was with Chen in the photo with the Burning Sun DJ.

Another Taiwanese star, Kai Ko, who has faced illegal drug use charges, was rumored to have visited the Burning Sun in January. The club is being probed by the Seoul Metropolitan Police Agency for, among other charges, alleged distribution of illegal drugs that were used to sexually harass female customers. Ko's visit stirred a rumor he went to the club possibly to obtain drugs.

The Seoul police authority alleged Thursday that Seungri not only distributed sex videos on the Korean chatting app Kakao Talk but filmed other sex clips. He has denied this, according to Nocut News.

Seungri was accused of joining the app's chatroom where singer/TV personality Jung Joon-young in 2015 shared videos he secretly filmed of himself having sex with different women.
