An increasing number of merchants are expressing frustration toward "Zero Pay," a mobile QR code-based payment that enables a direct transaction between consumers and merchants without using credit cards. 

The new method was initially welcomed by small- and medium-sized enterprises (SMEs) and the self-employed as an ideal alternative to using credit cards that charge what they claim are "unreasonably high" transaction fees.

However, the time-consuming, complicated transaction approval process is increasingly irking both the merchants and customers.

"It's the height of inconvenience," said a man in his 50s running a small eatery in Jongno, Seoul. 

"It takes up to two minutes for each transaction from when a customer runs the QR code app from their mobile phone to enter the price amount until I make sure the cash transfer is complete, a process that requires five seconds tops using a credit card," he added. 

Using the system is in no way a help in boosting profit when everybody is in a hurry especially during lunch or dinner hours.

"Time is money. I don't want to waste time to make the payment process longer than what it has been. Neither would the customers."

According to data from the Financial Supervisory Service (FSS), only 8,633 transactions totaling some 199 million won ($175,000) were made using Zero Pay in January.

The number accounts for a mere 0.0006 percent of 156 million transactions, and the amount 0.0003 percent of 58.1 trillion won made with credit card firms in the same period. 

In January, only 46,628 SMEs in Seoul registered to use the payment system, accounting for less than 10 percent of the over 660,000 such enterprises in the city.

A much greater hassle is inevitable as cash transfers are designed to be confirmed only by an account holder, the business owner, not part-time workers. 

"Part-timers can help customers scan QR codes and enter price amounts. But at the end of the day, cash is wired to my account, which means I have to constantly be notified of and check each and every sale made at the shop," said the shop owner.

"I cannot have my employees access the account freely. No shop owners would."

Not being able to use a point of sale (POS) system is another major deterrent to using Zero Pay. 

Through a POS system, the merchant calculates the total amount for services and goods provided and prepare an invoice for the customer in one step. The system is widely used to calculate sales involving credit cards in one simple step, an easy way to file tax reports. 

But Zero Pay is considered a cash transaction, which requires a whole different set of rules to calculate sales tax.

"I don't understand why the city government is in such a rush to implement a system with obvious shortfalls. If it really seeks to help SMEs, they should care about making the system fully functional before asking us to use it," he added.

특히 점심시간이나 저녁시간에는 모두가 급할 때 이 시스템를 사용하는 것이 수익을 높이는 데 전혀 도움이 되지 않습니다.

"시간은 돈입니다. 지불과정이 예전보다 길어진 시스템을 사용하기 위해 시간을 낭비하고 싶지는 않습니다. 고객들도 마찬가지입니다."

금융감독원 자료에 따르면 1월 제로페이를 이용한 거래액은 8633건(17만5000달러)에 그쳤다.

이 숫자는 1억5600만 건의 거래 중 0.0006%에 불과하며 같은 기간 카드사와 맺은 58조1000억 원 중 0.0003%다. 

지난 1월, 서울에 있는 46만 6천개 이상의 중소기업 중 오직 46,628개 중소기업만이 결제 시스템을 사용하려고 등록했는데, 이는 서울시의 66만개가 넘는 기업들 중 10퍼센트 미만을 차지합니다.

가장 큰 불편함은 거래 확인의 설계가 계좌 보유자인 사업주만 가능하다는 점입니다. 

"파트타이머는 고객이 QR 코드를 스캔하고 가격 금액을 입력할 수 있습니다. 하지만 결국, 현금이 제 계좌에 연결되기 때문에, 저는 매점에서 매매를 할 때마다 계속해서 통보 받고 확인을 받아야 합니다,"라고 가게 주인은 말했습니다.

KB Kookmin Bank Cambodia has forged an alliance with Pi Pay in digital banking in Phnom Penh, the bank said, Sunday.

The two sides will seek to connect their respective platforms not only to offer convenient mobile payment services, but also to develop new financial products for local customers, the Seoul-based bank added.

Pi Pay is Cambodia's biggest mobile payment company with over 250,000 users who can settle transactions at 3,500 local retail stores via its application.

The Cambodian fintech startup, which was launched in 2017, handled transactions worth $150 million as of the end of December 2018.

Pi Pay also has ties with Alibaba's Alipay.

KB Kookmin Bank said the bank's Liiv digital platform will be connected to Pi Pay, enabling the Korean bank to join Pi Pay's local retail network.

They will create loan products, which will be offered via the two platforms.

"KB Kookmin Bank's Liiv will seek to forge ties with various Southeast Asian market leaders to further foray into retail banking in the region with success," said Choi Chang-su, managing director of the bank's global business, in a press statement.

The bank will also further promote its Liiv platform with Cambodia-based Express Food Group's (EFG) Krispy Kreme Doughnuts, beginning in April.

EFG operates franchises such as Krispy Kreme, the Pizza Company and Swensen's Ice Cream & Sundaes. Liiv users will be able to settle their payments at Krispy Kreme. 

KB's Liiv in Cambodia has 76,000 users. The digital platform handled overseas wire transfers worth $17 million last year. It also extended loans worth $19 million in 2019, according to the bank.

KB Kookmin Bank Cambodia opened in 2009 through the launch of its headquarters in Phnom Penh.

The combined market capitalization of major listed entertainment agencies sharply lost ground since a sex scandal surrounding K-pop stars rose to the surface last month, market data showed Sunday.

The combined market capitalization of the top five listed entertainment agencies plunged around 600 billion won ($527 million) on Friday from last month, when the police kicked off an investigation into Seungri, a member of BIGBANG, on Feb. 26, on allegations that he arranged prostitution.

The boyband member is also being questioned for taking a part in running a night club where drugs and sexual violence were frequent. 

The listed value of the top five agencies on the country's secondary bourse ― YG Entertainment, JYP Entertainment, SM Entertainment, Cube Entertainment, and FNC Entertainment ― came to 2.7 trillion won as of Friday, down 17.5 percent won from 3.3 trillion won posted on Feb. 25.

While Seungri was contracted to YG Entertainment, market watchers said investors' appetite for entertainment shares fell amid the increasing uncertainties on the snowballing sex scandal.

"As new and unusual allegations continue to come up to the surface every day in relation to the latest sex scandal, investors' sentiment also deteriorated as they wish to avoid uncertainties," Yoo Sung-man, a researcher at HMC Investment Securities Co. said.

Boy band FT Island former member Choi Jong-hoon appeared before police Saturday for questioning in a snowballing sex video scandal.

Choi is suspected of having received and watched illegal videos uploaded by Jung Joon-young, who is at the center of the affair, through mobile chat messenger KakaoTalk.

Seungri of K-pop boy band BIGBANG, Yong Jun-hyung of Highlight and Lee Jong-hyun of CNBLUE are known to have been members of the chat group that exchanged such videos.

"I will faithfully undergo questioning. I am very sorry to the public for causing concern," Choi said upon arriving at the Seoul Metropolitan Police Agency.

Choi is also accused of having asked a high-ranking police official to use his influence to prevent newspapers from reporting on drunk driving incident involving him three years ago. He has denied the accusation.

The 29-year old was kicked out of FT Island right after his involvement surfaced, while Seungri and Yong Jun-hyung have faced similar fates.

The scandal has put the local entertainment industry under the microscope, drawing criticism from a public dismayed at the news and creating a swirl of other rumors and speculation about who the women in Jung's videos were. (Yonhap)

이어 "성실하게 심문을 받겠다. 국민 여러분께 심려를 끼쳐 죄송하다"고 말했다.

최씨는 또 3년 전 자신이 연루된 음주운전 사건에 대한 신문 보도를 막기 위해 경찰 고위 간부에게 영향력을 행사해 달라고 부탁한 혐의도 받고 있다. 그는 그 혐의를 부인했다.

최종훈은 연루 사실이 알려진 승리와 용준형 처럼 직후 FT아일랜드에서 쫓겨났다.

U.S. Secretary of State Mike Pompeo said Friday that he is hopeful nuclear negotiations with North Korea will continue, after Pyongyang reportedly said it may quit talks.

The two countries came away empty handed from a second summit between President Donald Trump and North Korean leader Kim Jong-un in Vietnam last month.

"We are hopeful that we can continue to have conversation, negotiations," Pompeo told reporters.

He added that the United States has "every expectation" that Kim will honor his commitment to Trump and continue refraining from nuclear and missile tests.

The summit ended without an agreement due to differences over the scope of the North's denuclearization and the potential sanctions relief from the U.S.

In Pyongyang, Friday, North Korean Vice Foreign Minister Choe Son-hui said her regime had no interest in engaging in "negotiations of this kind," criticizing the demands the U.S. had made at the summit, according to Russia's TASS news agency.

She added that the North Korean leader will soon decide on whether to continue the talks and maintain the moratorium on tests.

"I saw the remarks that she made," Pompeo said. "She left open the possibility that negotiations would continue for sure. It's the administration's desire that we continue to have conversations around this."

Choe accused Pompeo and U.S. National Security Adviser John Bolton of creating an atmosphere of hostility and mistrust at the summit, which ultimately led to its breakdown.

"They're wrong about that and I was there," he said.

Bolton also rejected such a characterization.

"Well, I think that's inaccurate," he told reporters at the White House. "The president is our decision-maker."

Pompeo expanded that he has a professional relationship with his North Korean counterpart, Kim Yong-chol, and that the two have detailed conversations.

"I expect that we will continue to do that," he said, adding that this was not the first time the North Koreans had cast him in unfavorable terms.

"I have a vague recollection of being called gangster-like from a visit that I took one time previously," he said.

Pompeo traveled to Pyongyang in July to follow up on the first summit between Trump and Kim in Singapore in June. Shortly after he left, the North lashed out at him for making "gangster-like" demands.

Bolton, who is known to be hawkish on the North, said he has spoken to his South Korean counterpart, Chung Eui-yong, to discuss their response to the North Korean statements.

그녀는 북한 지도자가 곧 회담을 지속하고 시험 모라토리엄을 유지할 지 여부를 결정할 것이라고 덧붙였다.
