Q: How much does it matter which country is first to fully functioning 5G?


Wessel: It does matter. First mover advantage is crucial in any new technology, but it is particularly important in 5G because it is foundational for cutting-edge innovation and applications including smart cities, network manufacturing, and integrated warfighting capability.


When standards are created, controlled, and sold by other countries, there is enhanced pressure on the U.S. to adopt those standards, which would have significant economic and national security costs.


For example, U.S. 4G leadership contributed to around $125 billion in U.S. company revenue from abroad and more than $40 billion in U.S. application and content developer revenue, and created 2.1 million new jobs from 2011-2014. And, from a national security perspective, the "control" of technologies raises 


Q: How far ahead is Huawei or China on 5G?


Wessel: China's leadership in 5G depends on how we define competition. Some U.S. companies are already offering 5G devices and are running pilot projects in select cities, so they have beat China to the punch. However, Chinese investment into 5G is vast.


As of early February 2019, Huawei owned 1,529 "standard-essential" 5G patents, the most of any company, according to data-analytics firm IPlytics. By comparison, Qualcomm, a U.S. company, owned 787 standard-essential patents. All Chinese companies together own 36 percent of all 5G standard-essential patents, while U.S. companies (Intel and Qualcomm) own 14 percent.


In terms of 5G network build out, China is also racing ahead: China Tower, a monopoly created by the Chinese government to build the country's 5G infrastructure, said it would likely cover the country by 2023. One estimate said China Tower built more sites in 3 months than U.S. did in 3 years. In the United States, the process is likely to take much longer, with each company handling its own networks, and will need to negotiate with local governments for tower locations.


Q: The U.S. is urging its allies to not work with Huawei in building their 5G networks out of concern that the Chinese technology giant could give the Chinese government access to the new network for spying. Some countries such as Germany say they won’t rule out working with Huawei. Why is this a problem for the U.S.?


Wessel: We tend to focus on the economic cost and not consider the national security cost of something as significant as a nationwide 5G network rollout.


Huawei products, services and activities have already raised significant concerns and our allies have to consider how much more investment they are willing to make into their technology.


No amount of risk mitigation or false attempts at transparency are adequate. The problem is Germany and other allies have already incorporated some Huawei equipment into their tech infrastructure. Much like a virus, our allies can choose to inoculate themselves against this danger now, or run the risk of painful and costly treatment later. Unfortunately, this is a great risk to intelligence-sharing among allies and partners.

U.S. President Donald Trump said Friday he has ordered the withdrawal of new sanctions on North Korea, possibly signaling an intention to continue denuclearization negotiations with the regime.


Trump was initially thought to be referring to sanctions the U.S. Department of the Treasury imposed Thursday on two Chinese shipping companies accused of helping the North evade sanctions.


The Washington Post later reported, citing officials familiar with the matter, that Trump was in fact referring to future sanctions that had been scheduled for the coming days.


The confusion lay in Trump's announcement on Twitter.


"It was announced today by the U.S. Treasury that additional large scale Sanctions would be added to those already existing Sanctions on North Korea," he wrote, although no new North Korea-related sanctions were announced Friday.


"I have today ordered the withdrawal of those additional Sanctions!" he said.


The announcement came as negotiations to dismantle North Korea's nuclear weapons program have hit an impasse following the collapse of last month's summit between Trump and the North's leader, Kim Jong-un.


White House press secretary Sarah Sanders said in a message to reporters, "President Trump likes Chairman Kim and he doesn't think these sanctions will be necessary."


North Korea is under punitive sanctions for its nuclear weapons and ballistic missile programs and has demanded their removal in exchange for steps toward denuclearization.


The U.S. has refused to lift sanctions short of the North's complete denuclearization.


Last week, North Korean Vice Foreign Minister Choe Son-hui threatened to abandon the negotiations, saying the regime had no intention to give in to Washington's "gangster-like" demands.


She also said Kim would decide soon whether to pursue talks and maintain his moratorium on nuclear and missile tests.


Trump's decision could also be related to other events demonstrating North Korea's frustration at the fruitless negotiations, according to Harry Kazianis, director of Korean Studies at the Center for the National Interest.


Hours after the sanctions were announced Thursday, North Korea pulled its officials from an inter-Korean liaison office in its border city of Kaesong.


"There might be fears in the White House that Chairman Kim might be getting ready to make an announcement that Pyongyang is dropping out of talks with Washington for the foreseeable future," Kazianis said. "Trump's canceling out of sanctions might have been a bid to get North Korea to change its thinking."

"저는 오늘 추가 제재 조치를 철회할 것을 명령했습니다!"라고 그가 말했습니다.

Boy band FT Island former member Choi Jong-hoon appeared before police Saturday for questioning in a snowballing sex video scandal.


Choi is suspected of having received and watched illegal videos uploaded by Jung Joon-young, who is at the center of the affair, through mobile chat messenger KakaoTalk.


Seungri of K-pop boy band BIGBANG, Yong Jun-hyung of Highlight and Lee Jong-hyun of CNBLUE are known to have been members of the chat group that exchanged such videos.


"I will faithfully undergo questioning. I am very sorry to the public for causing concern," Choi said upon arriving at the Seoul Metropolitan Police Agency.


Choi is also accused of having asked a high-ranking police official to use his influence to prevent newspapers from reporting on drunk driving incident involving him three years ago. He has denied the accusation.


The 29-year old was kicked out of FT Island right after his involvement surfaced, while Seungri and Yong Jun-hyung have faced similar fates.


The scandal has put the local entertainment industry under the microscope, drawing criticism from a public dismayed at the news and creating a swirl of other rumors and speculation about who the women in Jung's videos were. (Yonhap)

그리고 그 잘난 선택적 인권으로 그에 합당한 처벌도 못하고, 사람, 직업의 높낮이 그리고 돈(땅콩, 샤우팅)에 따라 
비록 동일 범죄일지라도, 그에 대한 처벌이 달라지는데,
누가 법을 무서워하고, 지키려고 할까요??

범죄로 얻는 이득보다, 비용이 커야 함이 기본 아닌가요?

The National Assembly passed a bill on the designation of fine dust as a social disaster Wednesday as South Korea struggles with its worst-ever particle pollution.


Parliament opened a plenary session to deal with several bills on fine dust as rival parties have pledged bipartisan efforts to tackle the issue.


The proposal on fine dust as a social disaster will pave the way for the government to inject state money when an urgent need for expenditure arises.


Other bills on particulate matter include a proposal on deregulation of the uses of liquid national gas (LNG) vehicles and a measure that requires schools to install air purifiers.


Fine dust air pollution has emerged as one of the most pressing issues here. The country was choked by particulate matter for a record streak of seven straight days in early March.


The ruling Democratic Party (DP) and two opposition parties agreed last week to vote on the bills Wednesday and consider an extra budget to fight fine dust if the government draws it up.


They called on the government to spend reserve funds swiftly to provide supplies, such as anti-dust masks, to the underprivileged.


The parties also decided to send a delegation to Beijing to promote cooperation between the two countries in tackling fine dust, a large portion of which is believed to have blown in from China.


Political parties are keen to resolve the fine dust issue ahead of next year's parliamentary elections as it could affect their public support ratings, given the issue's direct impact on people's health and welfare.


President Moon Jae-in has ordered the government to take extraordinary measures to fight fine dust pollution.


He called for interagency efforts last week, including the installation of high-capacity air purifiers in more day care centers and schools.


Moon also instructed government officials to work with China and called for his country to put forward its own response, such as the permanent shutdown of aged power plants that use fossil fuel. (Yonhap)

이 밖에 미세먼지 관련 법안에는 액화석유가스(LNG) 차량 사용 규제 완화안과 학교마다 공기청정기 설치를 의무화하는 방안 등이 포함돼 있다.


미세먼지 대기오염이 국내에서 가장 시급한 이슈 중 하나로 떠올랐다. 그 나라는 3월 초에 7일 연속으로 미립자 물질에 의해 질식되었다.

여당인 민주당과 두 야당은 어제 이 법안들을 표결에 부치고 정부가 이 법안을 마련하면 추가경정예산을 검토하기로 합의했다.


이들은 정부가 마스크 등 물자를 소외계층에 공급하기 위해 예비비를 신속히 지출할 것을 요구했다.

양당은 또 중국발 미세먼지 대책에 양국 간 협력을 증진하기 위해 대표단을 베이징에 파견하기로 했다.


정당들은 이 문제가 국민의 건강과 복지에 직접적인 영향을 미치는 점을 감안할 때 내년 총선을 앞두고 미세먼지 문제가 국민 지지율에 영향을 미칠 수 있다는 점에서 이를 해결하기 위해 촉각을 곤두세우고 있다.


문재인 대통령이 미세먼지 오염 퇴치를 위해 비상한 조치를 취하라고 지시했다.

그는 지난주 더 많은 어린이집과 학교에 대용량 공기청정기를 설치하는 등 부처간 노력을 촉구했다.


문 후보는 또 정부 관계자들에게 중국과 협력할 것을 지시하고 화석연료를 사용하는 노후 발전소의 영구 폐쇄 등 독자적인 대응을 촉구하기도 했다.(연변)
